Should Virginia Key Beach become part of the National Park System?

Is Virginia Key Beach of great national historical significance? It was the first segregated beach that African-Americans were allowed to use in the Miami area beginning in 1945 after a civil rights demonstration.  Why has this been overlooked in our nation's history?  How important is this?

Should it become part of the National Park System perhaps as a northern terminus for Biscayne National Park along with the Miami Circle?  What do you think?
