Readers should know that that beach is 80acres of the entire island of 1,000 acres. The Master Plan is focused on planning the entire island.

This is a proposal from 1961 for there to be a luxury hotel/convention center for people of color and other racial groups. The island of Virginia Key was the perfect candidate as it was
" sufficiently isolated to permit the creation of unique identity"
